Understanding the role of an authorized official and delegated official for Medicare enrollment records versus the CMS I&A Management System.
Medicare Enrollment Records
An authorized official means an appointed individual to whom the organization has granted the authority to legally bind that organization and conduct business on behalf of the organization and to commit the organization to fully abide by the statutes, regulations and program instructions of the Medicare Program.
Authorized officials must be indicated in the individual control section on the enrollment and have a relationship to the entity of either owner, partner or director/officer; however, all relationships must be identified. This role will have ability to sign and date the applications on behalf of the organization.
A Delegated Official means an individual who is delegated by an authorized official and granted the authority to legally bind that organization and conduct business on behalf of the organization and to commit the organization to fully abide by the statutes, regulations and program instructions of the Medicare Program.
Delegated Officials must be indicated in the individual control section on the enrollment and indicate all relationships to the entity. DOs can be a W-2 managing employee but cannot be a contracted employee. This role will have ability to sign and date the applications on behalf of the organization.
CMS Identity and Access Management System
Authorized Official and Access Manager in the I&A system must ensure the organization is in compliance with Medicare statutes, regulations and instructions. These roles in the I&A system can initiate or accept surrogacy connections and manage staff on behalf of an organization. The I&A system allows access to provider/supplier records in both NPPES and PECOS.
AO or Access Manager roles in the I&A system does not give any authority to sign and date the applications unless the individual is identified as an authorized/delegated official in the individual control section of the Medicare enrollment record.
